DMV gives them paper plates starting with 'TC' during the appeal process. My understanding is these are given out when they get their plates revoked for no insurance, and then appeal. The plates are usually in the format 'TC-12345'. You may also see 10-day tags similar to the above, where the driver will have a regular registration card printed by DMV. It should have the VIN, the purchase date, the dealer's name, and the owner's insurance information. I can't find a picture of the registration card, but it's about about the size of a 3x5, and is filled out by hand. However, black is usually easier to read than red, so we don't worry about it. Though NC law says the expiration date should be written in red, it often is in black, but that's the dealer's fault, not the driver's.
